Dear Members,

This newsletter comes to you as we prepare for the 2019 UCI Road World Championships and the UCI Congress in Harrogate, Yorkshire.

After witnessing an exciting year of road racing, I am very much looking forward to these Championships in Great Britain’s cycling heartland. I also look forward to seeing many of you at the UCI Congress on 27 September.  I have travelled a great deal in the last 12 months and have also had the pleasure of hosting National Federation delegations at the UCI in Aigle, but it is only once a year that we are so many in the same place at the same time. This always leads to interesting and fruitful discussions and I treasure this opportunity.

A few weeks ago, I travelled to Mont-Saint-Anne in Canada for the 2019 UCI Mountain Bike World Championships. This was a magnificent event in one of our traditional mountain bike venues, not only a regular UCI Mountain Bike World Cup fixture but also the third time it has hosted the UCI Mountain Bike World Championship. It was marked by great competitions as well as by innovation: the inclusion of E-Mountain bike. South African Alan Hatherly and Switzerland’s Nathalie Schneitter go down in history as the first-ever E-Mountain bike UCI World Champions after enthralling racing in this new and increasingly-popular format of mountain biking. I am delighted that it now comes under our governance. In terms of social media, it was the most successful UCI Mountain Bike World Championships yet with a record of 3 million video views across all platforms. A total of 15 000 new fans were gained across all UCI Mountain Bike Social media channels.

Back in Aigle, it was my great pleasure to welcome a delegation from the Federation Rwandaise de Cyclisme, led by its President Aimable Bayingana. Rwanda is one of our fast-developing cycling nations – not least with the Tour de Rwanda and an increasing number of international athletes – and I am convinced it can be an example to other African countries. The Rwandan delegation officially submitted its candidature to host the first UCI Road World Championships on the African continent as well as discuss a UCI WCC satellite centre in its country. The UCI and its World Cycling Centre continually strives to help all developing nations and, as outlined in my Agenda 2022 we are at the service of our National Federations.

The last Grand Tour of the year, the Vuelta Ciclista a España has recently finished and I was privileged to follow racing on the 20th stage from Arenas de San Pedro to Plataforma de Gredos this past weekend.

The next major event is the UCI Road World Championships and I look forward to seeing you in Yorkshire.

2019 UCI Congress
As previously announced, the 2019 UCI Congress will take place on 27 September 2019 in Harrogate, Great Britain.

As a reminder, the National Federations will have received the Congress file within the 30 days statutory deadline.

We would kindly ask the National Federations to arrive with plenty of time to register as the Congress will start promptly at 9.00. Please note that you must be in possession of your accreditation and that registration is organised alphabetically by country. Staff will direct you to the right area on arrival.

National Federations: newly elected Presidents

Several new Presidents have been elected to lead their National Federations, covering three continents.

In the Pan-American region, Mr Mauricio Vargas was appointed President of the Federación Colombiana de Ciclismo until 2021. Also, Mr Larry Romany took the position of President of the Trinidad and Tobago Cycling Federation and Mr Linden Dowridge was elected as President of the Guyana Cycling Federation.

In Asia, Mr Sorasak Pan heads the Cambodia Cycling Federation for the period 2019-2022.

Finally, in Africa, the Cycling Federation of Nigeria has elected Mr Zakari Djibo as President and the Federação Moçambicana de Ciclismo has elected Mr Danilo Calu to lead his institution.

We wish them success in the work to be undertaken for the development and promotion of cycling in their respective countries in the years to come.

Special edition of the UCI Newsletter

A special edition of the UCI Newsletter will be published on 15 October following the decisions taken by the UCI Management Committee at its meeting in Harrogate, Great Britain, on 24, 25 and 26 September 2019. This issue will focus exclusively on the amendments to the UCI Regulations approved by the UCI Management Committee during the said meeting.

2019 UCI Road World Championships, Yorkshire (GBR) 
The Technical Guide of the 2019 UCI Road World Championships is now available in EnglishFrench and Spanish. Other official documents of the event are also consultable on the UCI website.

Aigle-Martigny 2020: official presentation 
The Organising Committee of Aigle-Martigny 2020 invites you to a special event to reveal the routes of the 2020 UCI Road World Championships in Harrogate, Yorkshire. The presentation will take place at the Auditorium of the Harrogate Convention Centre on 25 September 2019 at 19.30. Please find the invitation here including event timings.

2020 Road Financial Obligations – Men Elite UCI ProSeries 
Please kindly note that the document concerning the 2020 Financial Obligations has been updated and that all the latest information can be found on the UCI website.

Key changes for organisers concern the UCI ProSeries (Men Elite) events and the new anti-doping contribution requirement.

Furthermore, any UCI Continental Teams wishing to take part in UCI ProSeries events are required to pay an additional fee of €3,500 as a contribution to the fight against doping. These changes implement a principle that was agreed in the organisation of men’s professional road cycling to support anti-doping controls in the new UCI ProSeries (Men Elite) events.

2020 UCI Continental Teams and UCI Women’s Continental Teams 
National Federations are reminded that they have until 30 September 2019 to confirm which teams they intend to register for the 2020 season. We would be grateful if you could do this by completing annex A-1 which you will find in the “Instructions for Registration” guide, available via the National Federations‘ Extranet, and emailing it to road@uci.ch.

The 2019 UCI Masters Track Cycling World Championships will take place on 12-19 October at the velodrome in Manchester (GBR).

Quotas (Sprint, Keirin, Omnium, Madison) – Tuesday 17 September 2019
Quotas for the 2019-2020 Tissot UCI Track Cycling World Cup will be published on 19 September 2019 at 12.00 (CET).

They will be based on the UCI Rankings of 17 September 2019, in accordance with Article 3.4.005 of the UCI Regulations.

Tokyo 2020 Olympic Games – Test event
Following the questionnaire that closed on 31 July, it was decided that the following events will be included on the programme of the ‚Ready Steady Tokyo‘ test event, to be held at the Olympic velodrome in Tokyo on 11-12 April 2020. 

  • Men: Individual Sprint, Team Sprint, Madison, Team Pursuit
  • Women: Keirin, Team Sprint, Omnium, Team Pursuit

URBAN 

 2019 UCI Urban Cycling World Championships
The Official Competition Guide of the 2019 UCI Urban Cycling World Championships is now available on the UCI website. You will find all the necessary event information in this publication.

As a reminder, the registrations are open from Monday 30 September to Friday 25 October 2019, 12:00 CET on the UCI online registration as indicated in the competition guide.

Trials Junior Categories
To hold the two juniors’ competitions (Men Junior 20” and Men Junior 26”), the minimum number of riders per category is 12.

If these numbers are not reached in one of both categories; then the junior categories will be combined in one unique junior category.

We would like to remind National Federations of the special derogation For Trials and BMX Freestyle Flatland, that all National Federations can register unlimited number of riders in each discipline and category.

The UCI Online Registration System for the 2019 UCI Urban Cycling World Championships will:

  • open on 30 September 2019, 12.00 CET;
  • close on 25 October 2019, 12.00 CET.

 MOUNTAIN BIKE 

 2019 UCI Mountain Bike World Championships presented by Mercedes-Benz
The 30th edition of the UCI Mountain Bike World Championships took place in Mont-Sainte-Anne, Canada, with 616 riders from 45 nations. On this occasion, we crowned the first E-mountain bike UCI World Champions, please refer to this month’s “Spotlight on…”.

The superb venue is a regular UCI Mountain Bike World Cup fixture and hosted this year’s UCI Mountain Bike World Championships for the third time after 1998 and 2010.

Once again, the event featured intense competition, amazing racing, outstanding performances and strong emotion.

2019 Mercedes-Benz UCI Mountain Bike World Cup 

The 2019 Mercedes-Benz UCI Mountain Bike World Cup season has come to an end with the Finals taking place in Snowshoe, USA, from 6 to 8 September 2019. Participation was of 1’037 athletes from 57 nations (compared to 2018 where 1’065 riders coming from 60 nations took part). The mid-season television figures show a continued significant increase, particularly in Cross-country Olympic and Cross-country Short Track. There is also an increase in Downhill figures and in the duration for which viewers were watching the show on Red Bull TV. All rounds had excellent attendance from spectators with a great atmosphere. From a sporting point of view, the racing was very exciting throughout the season with different winners and attention-grabbing battles.

The overall UCI Mountain Bike World Cup Winners are as follows:

2019 UCI Mountain Bike Marathon World Championships
The rider entry list for the 2019 UCI Mountain Bike Marathon World Championships in Grächen, Switzerland on 22 September 2019 is available on the UCI website.

 BMX RACING 

 2019 UCI BMX Supercross World Cup
National Federations are reminded that the competition guides for the final two events of the 2019 UCI BMX Supercross World Cup (Rock Hill, USA on 13 and 14 September and Santiago del Estero, Argentina on 28 and 29 September) are available on the UCI website.

The online entry deadline for Santiago del Estero is Thursday, 19 September 2019 at noon CET

 BMX FREESTYLE 

 2019 UCI BMX Freestyle World Cup 
The competition guide for the final event of the 2019 UCI BMX Freestyle World Cup to take place from 31 October to 3 November in Chengdu, China, will be published on the UCI website by mid-September.

The registration deadline for this event is 22 October 2019; however, as it has been some time since the last World Cup event, National Federations are encouraged to review the registration policy, particularly concerning the BMX Park speciality (i.e. at least 50 points in the latest UCI BMX Freestyle Park Individual Ranking before registration opens are needed in order to register).

 CYCLO-CROSS 

 Opening of the 2019/2020 Telenet UCI Cyclo-cross World Cup
The first round of the 2019/2020 Telenet UCI Cyclo-cross World Cup took place last weekend in Iowa City (USA), which hosted the event for the fourth year in a row. Brief summary and results for the round, which saw Eli Isebyt (BEL) win the Elite Men’s race and Magahlie Rochette (CAN) emerge victorious in the Elite Women’s, can be found on the UCI website.

The next round of the 2019/2020 Telenet UCI Cyclo-cross World Cup will be held once again in the United States, in Waterloo, on 22 September.

Registration for third round of the 2019/2020 Telenet UCI Cyclo-cross World Cup, Bern (SUI)
National Federations must register their riders between 12.00 CET on Thursday 10 October 2019 and 12.00 CET on Monday 14 October 2019. Bern will be the first round of the season to feature athletes from the men’s U23 and Junior categories. Registration deadlines for future rounds can be found here.

Licences for riders’ assistants of the Telenet UCI Cyclo-cross World Cup 
Please note that a licence is mandatory for anyone requesting a mechanic or assistant accreditation during the Telenet UCI Cyclo-cross World Cup and the UCI Cyclo-cross World Championships.

The licence must be delivered by a National Federation affiliated to the UCI, with a valid date. It does not need a specific endorsement of ‚mechanic‘ or ‚medical assistant‘ to be written on it, neither any ‘international’ licence.

The licence check will be conducted by UCI commissaires: a photo, a copy of the licence or any screenshot proving the link between the owner and a National Federation will be accepted. The document is presented by the team’s coach, the owner of the licence does not need to be physically present during his licence check.

UCI Cyclo-cross Rankings
The UCI Cyclo-cross Rankings were published for the first time this season on Tuesday 17 September 2019 and will be updated every Tuesday until the end of the season.

  • UCI Men Elite Cyclo-cross Individual Ranking, for age 19 and over: a 52-week rolling ranking taking into account the best results from that period;
  • UCI Women Elite Cyclo-cross Individual Ranking, for age 17 and over: a 52-week rolling ranking taking into account the best results from that period;
  • UCI Men Junior Cyclo-cross Individual Ranking, for ages 17 and 18: a cumulative ranking taking into account the best results and reset to zero on 17 September 2019.

The UCI Nation Ranking is then calculated, on the basis of the Individual Rankings, for the following age categories:

  • Men, 19 and over
  • Men, 19-22 (U23)
  • Men, 17-18 (Junior)
  • Women, 17 and over
  • Women, 17-22 (U23)


Finally, the UCI Team Ranking (entitled  ‘Mixed Elite’ on our website) is made up of UCI-registered teams and calculated on the basis of the position of each team’s two leading men and two leading women in the UCI Cyclo-cross Individual Rankings. Teams with fewer than two men and two women in the UCI Cyclo-cross Individual Rankings do not feature in this ranking.

2019 UCI Masters Cyclo-cross World Championships
The 2019 UCI Masters Cyclo-cross World Championships will take place in Mol (BEL) on 29-30 November 2019. Registration is open until Tuesday 26 November 2019, with reduced entry fees available through to 31 October 2019. Please register at the event platform.

TRIALS 

2019 UCI Trials World Youth Games
The 2019 UCI Trials World Youth Games provided some amazing actions in Wadowice, Poland, showcasing the unfettered talent of the very best under-16s across six categories. 158 riders from 16 countries competed on the purpose-built course composed from rocks, railway sleepers, concrete pipes and logs, in Wadowice’s John Paul II Square.

Spain headed the medals table at the end of weekend with five gold, two silver and three bronze. Japan was the only other nation to win gold (two gold and one silver), while the Czech Republic celebrated three silver and four bronze. The remaining two medals went to Germany (one silver) and Poland (one bronze).

2019 UCI Trials World Cup – Val di Sole-Trentino (ITA, 23-25 August 2019)
All three trials UCI World Champions claimed victory in this second round of the UCI Trials World Cup. Defending winner from Val di Sole Nina Reichenbach (GER) again proved herself on Italian soil, claiming victory where she also won her first UCI World Championships in 2016. Reichenbach takes over the UCI World Cup lead over round one winner Vera Barón (ESP). In the Men’s 20” competition, Thomas Pechhacker (AUT) dominated his final to take the win over Dominik Oswald (GER) and round one winner Alejandro Montalvo (ESP). Finally, in the Men’s 26”, UCI World Champion Great Britain’s Jack Carthy achieved a perfect score of 300 points, relegating last year’s Val di Sole winner Nicolas Vallée(FRA) into second and the Swedish rider, Joacim Nymann, to third.

PARA-CYCLING 

UCI Para-cycling Road World Championships
The 2019 UCI Para-cycling Road World Championships took place on 11-15 September, with a total of 416 athletes from 49 countries competing. This was the third major Para-cycling event to be staged in Emmen, which had previously hosted rounds of the UCI World Cup in 2017 and 2019. The 2020 UCI Para-cycling Road World Championships will be held in Ostend, Belgium, on 4-7 June.

VISTA Conference
Organised by the International Paralympic Committee (IPC), the VISTA Conference took place on 4-7 September 2019 in Amsterdam, the Netherlands. The UCI was in attendance and participated in a number of events focusing on classification in Paralympic sports. The conference provided an excellent opportunity to meet with experts in the fields of medicine and classification and share experiences and knowledge in these areas.

INDOOR 

 2019 UCI Artistic Cycling World Cup 
The last and final round of the 2019 Artistic Cycling World Cup will take place on 30 November 2019 in Erlenbach (GER).

The rankings established at the end of the third round, held on August 10 in Bokod (Hungary), are decisive for the athletes‘ participation in the final round of the season. Indeed, the ten best Single Women, Men and Pair Women, Open and the five best teams in Act 4 will be seen in Erlenbach (GER).

2019 UCI Cycle-ball World Cup 

The 2019 UCI Cycle-ball World Cup season continued with the fourth round on 31 August in Grosskoschen (GER).

The team from RC Höchst 1 (AUT) won this round of the World Cup in the final match against RMC Stein (GER) with a score of 5:1. The local team from RSV Grosskoschen (GER) came third . It is the first time in theclub’s history that the team has made it onto the  at a UCI World Cup event. In total, there were 10 teams from four different countries competing against each other.

The 2019 UCI Cycle-ball World Cup season continues in in Niedermehnen (GER) on 28 September and St. Gallen (SUI) on 12 October before the last round in Höchst (AUT) on 2 November. The final will be held in Möhlin (SUI) on 18 January 2020.

2019 UCI Indoor Cycling World Championships 
The 2019 UCI Indoor Cycling World Championships will be held in Basel (SUI) from 6 to 8 December.

MASS EVENTS 

2019 UCI Gran Fondo World Championships in Poznan (POL) 
The 2019 UCI Gran Fondo World Championships took place in Poznan (Poland) from 28 August to 1 September 2019.

In total, over 1’892 riders (1’593 men and 299 women) from 53 different countries took part in events hosted throughout the week. 841 athletes (367 men and 114 women) competed in the 18.4km individual time trial on Thursday 29 August, while 1731 riders (1’472 men and 259 women) participated in the Gran Fondo (150.7km) and Medio Fondo (107m) events on Sunday 1 September, with all eyes on the coveted rainbow stripes.

In addition to the very high calibre of racing, the event organisers ensured that local participants of all ages could also fully benefit from the event. A kids’ race was organised within the race village – at the Poznan International Fair – and an international bike show featured various two-wheeled demo zones and activities, such as pump tracks, ramps, and obstacle courses.

At the event of the event, the UCI flag was handed over from the Poznan 2019 organising committee to the host of the 2020 UCI Gran Fondo World Championships, Vancouver-Whistler (CAN).

2020 UCI Gran Fondo World Series events in October  
The 2020 UCI Gran Fondo World Series continues in October with the Tre Valli Varesine event in Varese (ITA). Also hosts of the 2018 UCI Gran Fondo World Championships, the organisers have planned a full weekend of racing, starting with the individual time trial on Saturday 5 October, and ending with the mountainous and scenic Gran Fondo on Sunday 6 October.

eCycling 

Since the inclusion of eCycling within UCI Constitution at the last Congress in Innsbruck, the UCI has been working to develop opportunities for National Federations to incorporate eCycling competitions into their activities.

During the UCI Congress in Harrogate, an update on this work will be presented to educate National Federations on the plans for the future of this new discipline.  In addition, official supplier to the 2019 UCI Road World Championships, Zwift, will showcase a demonstration of their platform to the Congress delegates.  Zwift will also be hosting eCycling activities throughout the week of the UCI Road World Championships in their sponsor activation space at the Cold Bath Brewery.

OLYMPIC GAMES 

Tokyo 2020
Preparations for the Tokyo 2020 Olympic Games and Paralympic Games continue apace with less than one year to go.  The new Mountain Bike course in Izu will host its test event on 6 October, and course construction was completed on time at the end of August.  The organisers and the course designer have created an excellent field of play, which will provide athletes with a challenge worthy of Olympic gold. The Izu Mountain Bike Course contains a mixture of man-made technical features and it will make full use of the natural environment within the venue. The Tokyo 2020 course designer has designed a compact course that will allow spectators to see the riders several times per lap. The athletes will be tested over undulating terrain comprising of steep climbs, technical descents and a mixture of different surfaces. Almost 30 nations will participate in the test event, with approximately 120 riders taking on the course.

BMX Racing will hold its test event, one week later on 12-13 October at the Ariake Urban Sports Park in Tokyo Bay.  This temporary venue is still taking shape, but the BMX racing field of play has undergone the first stage of homologation.  A small group of test riders were in Tokyo, along with the UCI’s technical delegate on August 29-31, to review the course and provide feedback.  Minor changes have been identified which will be addressed prior to the test event.  Quotas for participation in the test event have been taken up by 23 nations, represented by almost 100 riders.

UCI Track Equipment Registration Procedure for the Tokyo 2020 Olympic Games

We remind that the track equipment likely to be used during the Tokyo 2020 Olympic Games must be checked by the UCI during one of the first four legs of the 2019-2020 Tissot UCI Track Cycling World Cup.

In order to schedule the checks, the equipment must be registered via the Online Registration Form no later than 21 days before the event during which the National Federation wishes the equipment to be checked and used in competition.

COMMISSAIRES 

Elite National Commissaires continuing development 

Since 2012 the UCI in cooperation with race organiser Alpes Vélo have set the training platform for road commissaires during the Nations Cup event “Tour de l’Avenir”, a precursory event for future Tour de France champions, in France.

In 2018 as well as in 2019, such training was opened to the Elite National Commissaires (ENC) as part of their continuing development. Therefore, 6 road ENC from Ivory Coast, Hong Kong, Japan, Costa Rica, Columbia and Estonia have been invited to the race to gain practical experience. They had opportunity to officiate in different roles under supervision of experienced UCI commissaires. We trust that such training will benefit in their further commissaire pathway and we would like to thank UCI commissaires for their valuable support.  

CYCLING FOR ALL 

 First Open Streets Day to be celebrated on 22 September 
Across Europe, streets will close to traffic and turn into spaces for exercise and play. The first ever Open Streets Day – developed by the International Sport and Culture Association (ISCA) – will be hosted on 22 September 2019, just ahead of the European Week of Sport, which takes place from 23 to 30 September.

Inspired by Ciclovía closed street events from Latin America, such events not only encourage residents and visitors to be more physically active, but also help showcase the benefits of more cycling in all forms. ISCA has also developed various tools and materials to help cities and communities promote Open Streets Day activities. I also look forward to seeing many of you at the UCI Congress on 27 September.  I have travelled a great deal in the last 12 months and have also had the pleasure of hosting National Federation delegations at the UCI in Aigle, but it is only once a year that we are so many in the same place at the same time. This always leads to interesting and fruitful discussions and I treasure this opportunity.

A few weeks ago, I travelled to Mont-Saint-Anne in Canada for the 2019 UCI Mountain Bike World Championships. This was a magnificent event in one of our traditional mountain bike venues, not only a regular UCI Mountain Bike World Cup fixture but also the third time it has hosted the UCI Mountain Bike World Championship. It was marked by great competitions as well as by innovation: the inclusion of E-Mountain bike. South African Alan Hatherly and Switzerland’s Nathalie Schneitter go down in history as the first-ever E-Mountain bike UCI World Champions after enthralling racing in this new and increasingly-popular format of mountain biking. I am delighted that it now comes under our governance. In terms of social media, it was the most successful UCI Mountain Bike World Championships yet with a record of 3 million video views across all platforms. A total of 15 000 new fans were gained across all UCI Mountain Bike Social media channels.

Back in Aigle, it was my great pleasure to welcome a delegation from the Federation Rwandaise de Cyclisme, led by its President Aimable Bayingana. Rwanda is one of our fast-developing cycling nations – not least with the Tour de Rwanda and an increasing number of international athletes – and I am convinced it can be an example to other African countries. The Rwandan delegation officially submitted its candidature to host the first UCI Road World Championships on the African continent as well as discuss a UCI WCC satellite centre in its country. The UCI and its World Cycling Centre continually strives to help all developing nations and, as outlined in my Agenda 2022 we are at the service of our National Federations.

The last Grand Tour of the year, the Vuelta Ciclista a España has recently finished and I was privileged to follow racing on the 20th stage from Arenas de San Pedro to Plataforma de Gredos this past weekend.

The next major event is the UCI Road World Championships and I look forward to seeing you in Yorkshire.

National Federations: newly elected Presidents
Several new Presidents have been elected to lead their National Federations, covering three continents.
In the Pan-American region, Mr Mauricio Vargas was appointed President of the Federación Colombiana de Ciclismo until 2021. Also, Mr Larry Romany took the position of President of the Trinidad and Tobago Cycling Federation and Mr Linden Dowridge was elected as President of the Guyana Cycling Federation.
In Asia, Mr Sorasak Pan heads the Cambodia Cycling Federation for the period 2019-2022.
Finally, in Africa, the Cycling Federation of Nigeria has elected Mr Zakari Djibo as President and the Federação Moçambicana de Ciclismo has elected Mr Danilo Calu to lead his institution.We wish them success in the work to be undertaken for the development and promotion of cycling in their respective countries in the years to come.

A special edition of the UCI Newsletter will be published on 15 October following the decisions taken by the UCI Management Committee at its meeting in Harrogate, Great Britain, on 24, 25 and 26 September 2019. 2020 Road Financial Obligations – Men Elite UCI ProSeries 
Please kindly note that the document concerning the 2020 Financial Obligations has been updated and that all the latest information can be found on the UCI website.

Key changes for organisers concern the UCI ProSeries (Men Elite) events and the new anti-doping contribution requirement.

Furthermore, any UCI Continental Teams wishing to take part in UCI ProSeries events are required to pay an additional fee of €3,500 as a contribution to the fight against doping. These changes implement a principle that was agreed in the organisation of men’s professional road cycling to support anti-doping controls in the new UCI ProSeries (Men Elite) events.

2020 UCI Continental Teams and UCI Women’s Continental Teams 
National Federations are reminded that they have until 30 September 2019 to confirm which teams they intend to register for the 2020 season. We would be grateful if you could do this by completing annex A-1 which you will find in the “Instructions for Registration” guide, available via the National Federations‘ Extranet, and emailing it to road@uci.ch.

Tokyo 2020 Olympic Games – Test event

2019 UCI Urban Cycling World Championships
The Official Competition Guide of the 2019 UCI Urban Cycling World Championships is now available on the UCI website. You will find all the necessary event information in this publication.

As a reminder, the registrations are open from Monday 30 September to Friday 25 October 2019, 12:00 CET on the UCI online registration as indicated in the competition guide.

Trials Junior Categories
To hold the two juniors’ competitions (Men Junior 20” and Men Junior 26”), the minimum number of riders per category is 12.

If these numbers are not reached in one of both categories; then the junior categories will be combined in one unique junior category.

We would like to remind National Federations of the special derogation For Trials and BMX Freestyle Flatland, that all National Federations can register unlimited number of riders in each discipline and category.

The UCI Online Registration System for the 2019 UCI Urban Cycling World Championships will:

          • open on 30 September 2019, 12.00 CET;

        Calling all talented cyclists!

        2019 is far from over but the UCI World Cycling Centre is already preparing for 2020 and beyond.Invitations have been sent out to young cyclists worldwide to attend talent identification courses at the UCI WCC in Aigle, Switzerland, next month.Over the course of a week, young athletes in the Olympic disciplines of road, track, BMX and mountain bike will try to earn a spot on the UCI WCC’s long-term training camps from 2020 through until the Paris 2024 Olympic Games.The talent identification courses for mountain bike and track will be held from 14 to 20 October, and for BMX and road from 28 October to 3 November. Some of the invited athletes have been spotted at competitions by UCI WCC coaching staff, others have already expressed an interest in training at the Centre, and some have been put forward by their National Federations.The coaches will be looking for cyclists who already have a high level, as well as those who show talent but who have so far lacked structured, effective training. In both cases, they must show determination, maturity and awareness of their potential.During the talent identification camps, the athletes will undergo physiological assessments, skills training and endurance testing.  While one week is too short to make a difference to their physical condition, the coaches will be able to evaluate the athletes’ potential as well as their motivation, mental strength and ability to work in a team.With the next Olympic cycle running through until 2024, the UCI WCC is mainly targeting young riders, aged 20 or under, although exceptions can be made.Since opening its doors in 2002, the UCI World Cycling Centre has guided numerous athletes to UCI World Championships and Olympic Games.  Athletes benefit from ideal facilities including a BMX Supercross track, a covered velodrome, nearby mountain bike trails through the forest and in the mountains as well as varied routes for road cyclists. The WCC also has a high-end scientific testing laboratory, a fully-equipped gym and fully-staffed mechanics workshop.

        The crowning of the first E-MTB UCI World Champions three weeks ago consolidated the position of this mountain bike format on the international stage.Little more than eight months after integrating E-MTB into its regulations (on January 1 this year), the UCI organised the format’s first-ever UCI World Championships, as part of the UCI Mountain Bike World Championships presented by Mercedes-Benz in Mont-Saint-Anne, Canada.The men’s race saw 2018 Under 23 XCO UCI World Champion Alan Hatherly (RSA) lead from start to finish, beating the E-MTB French National Champions from the last two years Jérôme Gilloux (2019) and Julien Absalon (2018).Having a motor in their bikes did not appear to make life any easier for the athletes, as the winner Alan Hatherly pointed out on Twitter: ““Was such a fun and crazy hard race. Going full gas for 1 hour with an E-MTB both up and down was no joke.”The women’s race saw a change of lead in the final lap with victory going to Switzerland’s Nathalie Schneitter over Canada’s own Maghalie Rochette, who had led for most of the race.In an interview earlier in the year, Schneitter admitted that a few years ago she would only have used an electric bike at night or in the fog. She finally tried it out and was won over by the E-Mountain bike’s “ability to overcome technically demanding terrain and get more out of the tracks.”After the registration of events on the 2019 UCI Mountain Bike International Calendar, staging these first UCI World Championships was the next logical step in the UCI’s integration of E-Mountain bike.As a reminder, in racing, E-mountain bike’s electric motor must not exceed a nominal rated power of 250 watts and pedalling assistance is permitted up to a maximum speed of 25km/h. No bike changes or battery changes are allowed during racing, which becomes a test not only of physical endurance but also tactics and skills.“Good fun but sometimes my rock climbing went wrong” was the reaction of Christoph Sauser after his 10th place at the E-MTB UCI World Championships. That is something coming from a multiple UCI World Champion in the cross-country Marathon, former XCO UCI World Champion and 2000 XCO Olympic bronze medallist.E-MTB is certainly no walk in the park! UCI WCC CORNER Calling all talented cyclists!

        2019 UCI Mountain Bike World Championships presented by Mercedes-Benz
        The 30th edition of the UCI Mountain Bike World Championships took place in Mont-Sainte-Anne, Canada, with 616 riders from 45 nations. On this occasion, we crowned the first E-mountain bike UCI World Champions, please refer to this month’s “Spotlight on…”.

        The superb venue is a regular UCI Mountain Bike World Cup fixture and hosted this year’s UCI Mountain Bike World Championships for the third time after 1998 and 2010.

        Once again, the event featured intense competition, amazing racing, outstanding performances and strong emotion.

        2019 Mercedes-Benz UCI Mountain Bike World Cup 

        The 2019 Mercedes-Benz UCI Mountain Bike World Cup season has come to an end with the Finals taking place in Snowshoe, USA, from 6 to 8 September 2019. Participation was of 1’037 athletes from 57 nations (compared to 2018 where 1’065 riders coming from 60 nations took part). The mid-season television figures show a continued significant increase, particularly in Cross-country Olympic and Cross-country Short Track. There is also an increase in Downhill figures and in the duration for which viewers were watching the show on Red Bull TV. All rounds had excellent attendance from spectators with a great atmosphere. From a sporting point of view, the racing was very exciting throughout the season with different winners and attention-grabbing battles.

        2019 UCI BMX Supercross World Cup
        National Federations are reminded that the competition guides for the final two events of the 2019 UCI BMX Supercross World Cup (Rock Hill, USA on 13 and 14 September and Santiago del Estero, Argentina on 28 and 29 September) are available on the UCI website.

        The online entry deadline for Santiago del Estero is Thursday, 19 September 2019 at noon CET

        2019 UCI BMX Freestyle World Cup 
        The competition guide for the final event of the 2019 UCI BMX Freestyle World Cup to take place from 31 October to 3 November in Chengdu, China, will be published on the UCI website by mid-September.

        The registration deadline for this event is 22 October 2019; however, as it has been some time since the last World Cup event, National Federations are encouraged to review the registration policy, particularly concerning the BMX Park speciality (i.e. at least 50 points in the latest UCI BMX Freestyle Park Individual Ranking before registration opens are needed in order to register).

        Opening of the 2019/2020 Telenet UCI Cyclo-cross World Cup
        The first round of the 2019/2020 Telenet UCI Cyclo-cross World Cup took place last weekend in Iowa City (USA), which hosted the event for the fourth year in a row. Brief summary and results for the round, which saw Eli Isebyt (BEL) win the Elite Men’s race and Magahlie Rochette (CAN) emerge victorious in the Elite Women’s, can be found on the UCI website.

        The next round of the 2019/2020 Telenet UCI Cyclo-cross World Cup will be held once again in the United States, in Waterloo, on 22 September.

        Registration for third round of the 2019/2020 Telenet UCI Cyclo-cross World Cup, Bern (SUI)
        National Federations must register their riders between 12.00 CET on Thursday 10 October 2019 and 12.00 CET on Monday 14 October 2019. Bern will be the first round of the season to feature athletes from the men’s U23 and Junior categories. Registration deadlines for future rounds can be found here.

        Licences for riders’ assistants of the Telenet UCI Cyclo-cross World Cup 
        Please note that a licence is mandatory for anyone requesting a mechanic or assistant accreditation during the Telenet UCI Cyclo-cross World Cup and the UCI Cyclo-cross World Championships.

        The licence must be delivered by a National Federation affiliated to the UCI, with a valid date. It does not need a specific endorsement of ‚mechanic‘ or ‚medical assistant‘ to be written on it, neither any ‘international’ licence.

        The licence check will be conducted by UCI commissaires: a photo, a copy of the licence or any screenshot proving the link between the owner and a National Federation will be accepted. The document is presented by the team’s coach, the owner of the licence does not need to be physically present during his licence check.

        UCI Cyclo-cross Rankings
        The UCI Cyclo-cross Rankings were published for the first time this season on Tuesday 17 September 2019 and will be updated every Tuesday until the end of the season.

                • UCI Men Elite Cyclo-cross Individual Ranking, for age 19 and over: a 52-week rolling ranking taking into account the best results from that period;
                • UCI Women Elite Cyclo-cross Individual Ranking, for age 17 and over: a 52-week rolling ranking taking into account the best results from that period;
                • UCI Men Junior Cyclo-cross Individual Ranking, for ages 17 and 18: a cumulative ranking taking into account the best results and reset to zero on 17 September 2019.


        The UCI Nation Ranking is then calculated, on the basis of the Individual Rankings, for the following age categories:

                • Men, 19 and over
                • Men, 19-22 (U23)
                • Men, 17-18 (Junior)
                • Women, 17 and over
                • Women, 17-22 (U23)


        Finally, the UCI Team Ranking (entitled  ‘Mixed Elite’ on our website) is made up of UCI-registered teams and calculated on the basis of the position of each team’s two leading men and two leading women in the UCI Cyclo-cross Individual Rankings. Teams with fewer than two men and two women in the UCI Cyclo-cross Individual Rankings do not feature in this ranking.

        2019 UCI Masters Cyclo-cross World Championships
        The 2019 UCI Masters Cyclo-cross World Championships will take place in Mol (BEL) on 29-30 November 2019. Registration is open until Tuesday 26 November 2019, with reduced entry fees available through to 31 October 2019. Please register at the event platform.

        TRIALS

        2019 UCI Trials World Youth Games
        The 2019 UCI Trials World Youth Games provided some amazing actions in Wadowice, Poland, showcasing the unfettered talent of the very best under-16s across six categories. 158 riders from 16 countries competed on the purpose-built course composed from rocks, railway sleepers, concrete pipes and logs, in Wadowice’s John Paul II Square.

        Spain headed the medals table at the end of weekend with five gold, two silver and three bronze. Japan was the only other nation to win gold (two gold and one silver), while the Czech Republic celebrated three silver and four bronze. The remaining two medals went to Germany (one silver) and Poland (one bronze).

        2019 UCI Trials World Cup – Val di Sole-Trentino (ITA, 23-25 August 2019)
        All three trials UCI World Champions claimed victory in this second round of the UCI Trials World Cup. Defending winner from Val di Sole Nina Reichenbach (GER) again proved herself on Italian soil, claiming victory where she also won her first UCI World Championships in 2016. Reichenbach takes over the UCI World Cup lead over round one winner Vera Barón (ESP). In the Men’s 20” competition, Thomas Pechhacker (AUT) dominated his final to take the win over Dominik Oswald (GER) and round one winner Alejandro Montalvo (ESP). Finally, in the Men’s 26”, UCI World Champion Great Britain’s Jack Carthy achieved a perfect score of 300 points, relegating last year’s Val di Sole winner Nicolas Vallée(FRA) into second and the Swedish rider, Joacim Nymann, to third.

        UCI Para-cycling Road World Championships
        The 2019 UCI Para-cycling Road World Championships took place on 11-15 September, with a total of 416 athletes from 49 countries competing. This was the third major Para-cycling event to be staged in Emmen, which had previously hosted rounds of the UCI World Cup in 2017 and 2019. The 2020 UCI Para-cycling Road World Championships will be held in Ostend, Belgium, on 4-7 June.

        VISTA Conference
        Organised by the International Paralympic Committee (IPC), the VISTA Conference took place on 4-7 September 2019 in Amsterdam, the Netherlands. The UCI was in attendance and participated in a number of events focusing on classification in Paralympic sports. The conference provided an excellent opportunity to meet with experts in the fields of medicine and classification and share experiences and knowledge in these areas.

        INDOOR

        2019 UCI Artistic Cycling World Cup 
        The last and final round of the 2019 Artistic Cycling World Cup will take place on 30 November 2019 in Erlenbach (GER).

        The rankings established at the end of the third round, held on August 10 in Bokod (Hungary), are decisive for the athletes‘ participation in the final round of the season. Indeed, the ten best Single Women, Men and Pair Women, Open and the five best teams in Act 4 will be seen in Erlenbach (GER).

        2019 UCI Cycle-ball World Cup 

        The 2019 UCI Cycle-ball World Cup season continued with the fourth round on 31 August in Grosskoschen (GER).

        The team from RC Höchst 1 (AUT) won this round of the World Cup in the final match against RMC Stein (GER) with a score of 5:1. The local team from RSV Grosskoschen (GER) came third . It is the first time in theclub’s history that the team has made it onto the  at a UCI World Cup event. In total, there were 10 teams from four different countries competing against each other.

        The 2019 UCI Cycle-ball World Cup season continues in in Niedermehnen (GER) on 28 September and St. Gallen (SUI) on 12 October before the last round in Höchst (AUT) on 2 November. The final will be held in Möhlin (SUI) on 18 January 2020.

        2019 UCI Indoor Cycling World Championships 
        The 2019 UCI Indoor Cycling World Championships will be held in Basel (SUI) from 6 to 8 December.

        MASS EVENTS

        2019 UCI Gran Fondo World Championships in Poznan (POL) 
        The 2019 UCI Gran Fondo World Championships took place in Poznan (Poland) from 28 August to 1 September 2019.

        In total, over 1’892 riders (1’593 men and 299 women) from 53 different countries took part in events hosted throughout the week. 841 athletes (367 men and 114 women) competed in the 18.4km individual time trial on Thursday 29 August, while 1731 riders (1’472 men and 259 women) participated in the Gran Fondo (150.7km) and Medio Fondo (107m) events on Sunday 1 September, with all eyes on the coveted rainbow stripes.

        In addition to the very high calibre of racing, the event organisers ensured that local participants of all ages could also fully benefit from the event. A kids’ race was organised within the race village – at the Poznan International Fair – and an international bike show featured various two-wheeled demo zones and activities, such as pump tracks, ramps, and obstacle courses.

        At the event of the event, the UCI flag was handed over from the Poznan 2019 organising committee to the host of the 2020 UCI Gran Fondo World Championships, Vancouver-Whistler (CAN).

        2020 UCI Gran Fondo World Series events in October  
        The 2020 UCI Gran Fondo World Series continues in October with the Tre Valli Varesine event in Varese (ITA). Also hosts of the 2018 UCI Gran Fondo World Championships, the organisers have planned a full weekend of racing, starting with the individual time trial on Saturday 5 October, and ending with the mountainous and scenic Gran Fondo on Sunday 6 October.

        Since the inclusion of eCycling within UCI Constitution at the last Congress in Innsbruck, the UCI has been working to develop opportunities for National Federations to incorporate eCycling competitions into their activities.

        During the UCI Congress in Harrogate, an update on this work will be presented to educate National Federations on the plans for the future of this new discipline.  In addition, official supplier to the 2019 UCI Road World Championships, Zwift, will showcase a demonstration of their platform to the Congress delegates.  Zwift will also be hosting eCycling activities throughout the week of the UCI Road World Championships in their sponsor activation space at the Cold Bath Brewery.

        Tokyo 2020
        Preparations for the Tokyo 2020 Olympic Games and Paralympic Games continue apace with less than one year to go.  The new Mountain Bike course in Izu will host its test event on 6 October, and course construction was completed on time at the end of August.  The organisers and the course designer have created an excellent field of play, which will provide athletes with a challenge worthy of Olympic gold. The Izu Mountain Bike Course contains a mixture of man-made technical features and it will make full use of the natural environment within the venue. The Tokyo 2020 course designer has designed a compact course that will allow spectators to see the riders several times per lap. The athletes will be tested over undulating terrain comprising of steep climbs, technical descents and a mixture of different surfaces. Almost 30 nations will participate in the test event, with approximately 120 riders taking on the course.

        BMX Racing will hold its test event, one week later on 12-13 October at the Ariake Urban Sports Park in Tokyo Bay.  This temporary venue is still taking shape, but the BMX racing field of play has undergone the first stage of homologation.  A small group of test riders were in Tokyo, along with the UCI’s technical delegate on August 29-31, to review the course and provide feedback.  Minor changes have been identified which will be addressed prior to the test event.  Quotas for participation in the test event have been taken up by 23 nations, represented by almost 100 riders.


        UCI Track Equipment Registration Procedure for the Tokyo 2020 Olympic Games

        We remind that the track equipment likely to be used during the Tokyo 2020 Olympic Games must be checked by the UCI during one of the first four legs of the 2019-2020 Tissot UCI Track Cycling World Cup.

        In order to schedule the checks, the equipment must be registered via the Online Registration Form no later than 21 days before the event during which the National Federation wishes the equipment to be checked and used in competition.

        Elite National Commissaires continuing development 

        Since 2012 the UCI in cooperation with race organiser Alpes Vélo have set the training platform for road commissaires during the Nations Cup event “Tour de l’Avenir”, a precursory event for future Tour de France champions, in France.


        In 2018 as well as in 2019, such training was opened to the Elite National Commissaires (ENC) as part of their continuing development. Therefore, 6 road ENC from Ivory Coast, Hong Kong, Japan, Costa Rica, Columbia and Estonia have been invited to the race to gain practical experience. They had opportunity to officiate in different roles under supervision of experienced UCI commissaires. We trust that such training will benefit in their further commissaire pathway and we would like to thank UCI commissaires for their valuable support.

        First Open Streets Day to be celebrated on 22 September 
        Across Europe, streets will close to traffic and turn into spaces for exercise and play. The first ever Open Streets Day – developed by the International Sport and Culture Association (ISCA) – will be hosted on 22 September 2019, just ahead of the European Week of Sport, which takes place from 23 to 30 September.

        Inspired by Ciclovía closed street events from Latin America, such events not only encourage residents and visitors to be more physically active, but also help showcase the benefits of more cycling in all forms. ISCA has also developed various tools and materials to help cities and communities promote Open Streets Day activities.
